Invitation to meeting with HMCTS regarding the Civil Money Claims Project

Liverpool Law Society has arranged for its members to meet with HMCTS. HMCTS are keen to engage with LLS and its members in respect of the Civil Money Claims (CMC) Project. As you may be aware this project has recently launched a pilot for a new digital service that allows a claimant to bring a specified money claim under £10k online and for the defendant to consider that claim, respond and request mediation. Subsequently the project also began trialling a new online service in September which allows legal representatives to issue an unspecified money claim in the county court for solicitors’ service.
The CMC project team would like to come and run through a pilot of the scheme as a demo and discuss with our members involvement with the pilot on Thursday 30th November from 1.00pm to 2.15pm at Liverpool Law Society.

Reform vision
We rightly enjoy an outstanding international reputation for the quality of our justice system. To maintain that reputation HMCTS are revolutionising how justice is administered by investing nearly £1 billion in the modernisation and transformation of our courts and tribunals.
The vision, delivered with the full support of the senior judiciary, is a radical one – to modernise and upgrade our justice system so that it works even better for everyone, from judges and legal professionals, to witnesses, litigants and the vulnerable victims of crime. When they have to engage with the system, HMCTS want everyone to have available to them the finest justice system in the world.
The £1billion change programme for courts and tribunals is the most significant set of reforms to the system since the 19th century. It is, according to an independent review, the most ambitious programme of its kind in the world. Having formally begun in April 2016, it is due to complete in 2022/23
Civil Money Claims (CMC) Vision
The CMC project is one element of the Reform Programme and by November 2019 has committed to delivering 2 things:
- The first, is to deliver a simple, largely automated and streamlined new court procedure for money claims below £25k.
- The second, is to deliver a streamlined digital pathway, mainly in accordance with current procedural structures, towards a paperless trial for civil money claims above £25k.
Attending this meeting will enable you to influence how it may be shaped through its development stages from an area that they recognise to be a civil litigation hub.
